REACH

Around the world, eyes are on Europe to see what transpires from recent discussions on proposed REACH (the registration, evaluation and authorisation of chemicals) legislation.
REACH is likely to come into force late 2006. Once REACH is implemented, new chemicals introduced into the EU will require authorisation. In addition, chemicals that are already on the market in the EU will be evaluated and officially approved. Currently, data requirements increase as tonnages increase but there is a call for the use of exposure scenarios to improve exposure estimates over conservative assumptions and to regulate on exposure and consequent risk potential rather than hazard criteria.
Although REACH exempts biocidal and plant protection product active substances, it will impact at all levels of the supply chain:
- Inert co-formulants
- Manufacturing intermediates
- Packaging
- Consumer products
To prepare for this new initiative, the BioChemAlliance is already assisting clients in determining company chemicals that will be affected by REACH and evaluating currently existing data bases. These evaluations include review of in-house and publically available data, examination of all possible uses of client chemicals and an assessment of what further data may be needed once the REACH programme is fully implemented.

We anticipate the publication of the revision of Directive 91/414/EC in 2006 One key aspect will be the formalisation of the status of various guidance documents related to environmental criteria , which will be fully integrated into the Directive.
